The 10 Device CAL pack covers exactly 10 physical devices connecting to SQL Server. If you have 10 desktop PCs, terminals, or kiosks, then yes, it is sufficient. If you have more devices, simply buy another pack.
Can I expand later with additional Device CALs?

Do I need a separate license for the SQL server itself?
Yes. Device CAL licenses are access licenses that authorize devices to connect to the server. The SQL Server 2019 Standard server itself must have a separate server license. Both are available from Licensier.
How many people can use one licensed device?
