Device CAL is assigned to a specific device, and any number of users can use that device to access SQL Server. User CAL is assigned to a specific user, who can then connect to SQL Server from any number of devices. User CAL is a better fit when employees use multiple devices, such as a laptop, desktop computer, and tablet. The rule is simple: if you have more users than devices, choose Device CAL. If you have more devices than users, choose User CAL.

Does SQL Server Device CAL require a separate server license?
Yes. CAL licenses allow devices to connect to the SQL server, but the server itself must have a separate SQL Server 2019 Standard license in the Server + CAL model. Without a server license, CAL licenses alone are not sufficient for legal use.
How many devices can I connect with the 50 Device CAL pack?
The 50 Device CAL pack allows exactly 50 named devices to connect to a licensed SQL Server 2019 Standard instance. Each of these devices can be used by an unlimited number of users. If you need more than 50 devices, you can buy additional CAL packs.
Can I transfer a Device CAL to another device?
Yes, a Device CAL license can be transferred to another device, but not more often than once every 90 days. The exception is permanent hardware failure, in which case the transfer can be made immediately. Your licensing documentation should be updated each time a transfer is made.
Does Device CAL work with SQL Server Enterprise edition?
No. CAL licenses purchased for SQL Server Standard are valid only for the Standard edition. SQL Server Enterprise requires Core licensing only and does not support the CAL model. If you plan to migrate to Enterprise, you will need to change your licensing model.
What is the difference between CAL and Core licensing?
The CAL model requires a server license plus an access license (CAL) for each user or device. The Core model requires a license for every physical processor core in the server, with a minimum of 4 cores per processor. Is the license perpetual?
